I have prepared a html version of the Surveillance Directive published as a PDF-file by the Commission on February 3. I have done this by just rewriting everything from screen, so there might be some errors in my transcription. The file is here. Since the official title was too long for my taste, I have named it "outrage.htm".
I have also done a translation into Japanese.
