The Article 29 Working Group has published a short opinion on the Surveillance Directive.
They give several concrete recommendations for the implementation, like restricting the scope to severe crime, excluding data mining and use of the data for the own purposes of providers.
While these retreat battles are necessary, even fulfilling every wish on this list would not lead to making the Surveillance Directive compatible with basic human rights standards that used to be in force in the EU.
This Directive is evil. It deserves to be rejected by everyone, tossed out in the inevitable court cases in all Member States, and circumvented by technical measures like widespread anonymous Wifi.
